Try taking the pads outside, if you've got one that he's previously used, bring that one out there to start. Gradually over the course of a few weeks cut the pads down until he is eventually not using one. I've done this with a few dogs that were "surface" picky, works pretty well.

If he potties in the house use puppy mats and move them closer to the door every few days. But if he does not go outside take him outside for 10 minutes, and tell him the command. If does not go then go in and 30 minutes to 1 hour take him back outside and repeat the 10 minute rule. You need to establish outside is for potty and inside is not his toliet.
References :
I train dogs for a hobby

i trined my dog using puppy pads- but you have to keep slightly moving them towards the door until he gets use to going by the door. then, he will learn to go to the door when he needs out. take the pads away, you will have to keep a close eye on him and take him out every couple of hours, no matter how cold it is. he still needs to do his business wven if it it raining or snowing. take him outside or he'll never learn.
References :
personal experience wit ha yorkshire terrier.
