almost everything i've seen and read has mentioned that the pads are not an effective long-term method of breaking a dog. you may be giving your dog mixed messages because of sometimes having her go outside and sometimes having her go on the pad. i think it's much less to do with the birth of the baby and her jealousy and much more to do with inconsistent housebreaking methods.
References :
Crate train her. If you can't have eyes on her, she should be in her crate.

Asking her to use the pee pads is confusing her (if previously you taught her to pee outside exclusively). Pee pads do nothing but teach the dog it is OK to piddle in the house. They're very confusing.

Crate train her. Good luck!

Oh, and dog's don't do things for spite - you're humanizing your pet. She's doing it because she's confused by the pads when before she was taught it was NOT ok to pee in the house. She's probably peeing and running at the same time to avoid the correction she was taught earlier - which would explain the 1/2 on 1/2 off scenario of the pee pads.

I am a single mom and I have two kids, two dogs, three cats and two snakes - I also work 40+ hours a week and volunteer twice a week - so it can be done. Good luck!
