And another thing that really helped with my chihuahua going in the rain, is to go out WITH her. Same thing for the cold, don't try just sending her out like normal. Rather walk out there with her, this really helped my little one. Whatever you do, be persistent that despite weather she still has to go potty outside. She'll get use to it & learn to just go a lot faster :) I would not recommend trying to use pads during cold weather. This just sends the message that it's ok to go inside. Then i put a baby gate across the doorway. If it's really cold out and they won't go outside you need to have a place for them to go. You can eventually wean them totally off of papers when it warms up outside. Find a area close to the house and take them there every time. When they do their thing praise them. Dogs can handle a certain amount of cold.
