I am going to get a cover for outside for my 9 week old puppy to potty under but she HATES the cold and wont wear a sweater…She gets SO MAD when it is raining!!! And since she cant go outside and play in the afternoon anymore for a few hours her sleep behavior at night has got worse. She went from sleeping 5-6 hours to waking up every 30 min to a hour. Any advice? I don’t use potty pads..every dog I have had or someone else i know has had has just has bad experiences with potty pads…Just need some ideas…cause we run her like crazy in the house but she still does not sleep well…And is it a fear of the rain or what?
My mention of the potty pads was that I DO NOT want to use them they are a bad idea. And no she is not potting in the house…it just is hard to get her to stay outside to potty she will go out and see that it is raining and fight me to get back into the house. I can only imagine what she will do when it snows 
I just wanted some advice to how to get her not so darn scared of the rain..so that when it snows she isnt going to have a panic attack and never want to go outside again. She is a lil wuss LOL It’s funny she growls like crazy at the rain like it’s going to hurt it…haha
I don’t know how to get your pup to not be scared of the rain, BUT I have another idea for you if you are interested. I breed Pomeranians. I also LITTER train all of them. It SO easy epecially if the pup is young. I buy a litter box of some sort. You can buy actually doggy litter boxes at Petland (but they are like $50!) or you can go to Wlamart and buy one of those Under-the-Bed storage containers and fill it will PINE pellets (I buy mine at the fireplace store–they are cheaper and are all natural) Pine is best for animals any other kind can give them respiratory problems. I bring the pup to this area first thing in the morning as SOON as I let i out of the kennel (this works best in conjunction with crate training) It keep the area where this litter box is SMALL. An area too big, and you’ll find your pup having accidents. The smaller the area the closer she be to the box when she needs to use it. LOTS of praise when the business is done–treats, "good boy/girl" etc. I even give the pup a treat when it is even smelling the litter box. You want to make the litter box a positive thing. Also if your DO have a accident, wipe it up with a tissue and place it in the litter box, or pick up the poop and put it in the box. Your puppy will notice the it’s own scent and you may encourage it to go there again. They thrive on routine and familiarity. Having an established routine (like taking the pup their about 15 minutes after it eats) is going to make it ALOT easier. I know this sounds difficult but it is so easy and WORTH it. You can go out and be all day and not have to worry about your dog having an accident. Also it great for little dogs who hate COLD weather!! Good luck if you end up trying it!

Potty Pads are not a good idea…
When she gets older she will still use those…they are expensive and they stink…Set a timer and take her out every hour on the hour whether she likes it or not…

I got my yorkie in the fall and had to train him through the rain, wind and snow. He hated it but i was constant with him taking him out. my husband also had to snow blow a circle in my back yard so i could walk him! It was the funniest thing. It worked tho He is trained and here it is the next fall and he doesnt mind the weather at all( maybe just the rain!!!!!).

I don’t like to use potty pads for training. I found that they can’t tell the difference between a pad and a scatter rug. Many dogs have to be forced to go out in the rain.
I had to keep one pup in my room in a crate on the bed to get it to sleep nights. He didn’t want to be alone and it was the only way I could get any sleep. When he was older I let him sleep on his own bed next to my bed and he was fine

If I am reading this correctly you are saying that your puppy is refusing to go outside to go potty and is going in the house? I trained my Siberian Husky in one day at 8.5 weeks and I used puppy pads. They don’t stink as you’re not supposed to leave them in the house after they have been soiled on. If you don’t use puppy pads, don’t let her in the house until she goes potty in the designated area. What I’m hearing from you is that you don’t have the discipline to remain consistent with your puppy’s potty training. You need to let her know if you bring her out she needs to go potty before she goes in or even goes for a walk. That should be the first thing she does when you are potty training. Now if you go with puppy pads since they go like every 5mins put the pad near the door and tell them to go potty there make sure you keep her there till she goes and when she goes potty praise her. Let her go a few times on the puppy pads and then when you take her out next time in the rain set down a puppy pad outside and tell her to go potty and then she’ll go on the pad and praise highly praise her. She’ll get the point she needs to go outside. When she goes in the undesired areas clap your hands and said "No!" to let her know that’s a bad thing. Again, just be CONSISTENT. Also, if it is in fact the cold you can always litter train your dog using Purina Second Nature Dog litter. I heard it works out, and if you clean it out every day you won’t smell a thing. Or you can read up on crate training which seems to work for many people which works on their natural instinct not to go in the "den." Your other issue you seem to be referring to is the sleeping problem, maybe she is not comfortable where she’s sleeping. Not sure if she’s in the room with you at night but having her crate in the room with you or just a doggy bed would help her feel more secure or leave shirt that has your scent on it near her to feel more comfortable and safe. Your pup is young and in a new environment and needs to feel safe. Good luck
