If you don't want to come home to chewed up furniture and accidents all over your home you will get a crate before the puppy comes home. A puppy is ready to leave its mom by 8 weeks.
References :
First of all, yes it is safe to get a puppy at 3 months.

Next, you NEED a crate. Anything can happen with a puppy at home alone, like a baby. It should be pretty small, just big enough for the dog to move arond and turn behind and forward, etc.

For potty training, when my dog peed in the house, (we have a patio/ deck with steps that lead into our fenced in backyard) we sent him outside. After a while, he learned that OUTSIDE is the place to go. Now he whines at the door to the patio and scratches, whcih is what we taught him to do, if he needs to go. I suggest letting your new puppy out like every 3-4 hours. When he gets to about...6-9 months, try 6 hours. My dog is 6 years old and can last the whole school day!
References :
Hope I Helped :D
